Blocks are a great tool to help an athlete develop strength, speed, and an awareness during different points of the pull. An athlete who is tentative about pulling under the bar would benefit largely as well due to the more “reactionary” nature of the lift.

Set the blocks low to strengthen the position at/around the knees and higher to limit the time and distance to develop second pull power.

The main advantage (or disadvantage depending on your vantage point) of using blocks over going from the hang would be the added training benefit of not having the eccentric lowering of the bar down to position. This forces the body to have to create the energy necessary to separate the bar from the blocks instead of relying on any kinetic energy to create the lift.
